Environmental Compliance Inspector - Senior/II/I
The City of Thousand Oaks is seeking an experienced and accomplished professional with expertise in the following programs: Drinking Water Quality, Stormwater Quality, and Pretreatment (Industrial Waste). There is currently one full-time vacancy at the Senior level in the Water Utilities Division – Environmental Compliance Section of the Public Works Department. This vacancy will be filled at the Environmental Inspector Senior, II or I level, depending on qualifications and experience.
The Environmental Compliance Team consists of five full-time employees, including the Water Quality Supervisor, the Environmental Compliance Associate Analyst (Analyst), the Senior Environmental Compliance Inspector (Sr. Inspector), and two Environmental Compliance Inspectors (Inspectors) at the I or II level.
Examples of the job duties the Environmental Compliance Team performs include but are not limited to:
Drinking Water Quality Program:
- Per State requirements, sample/test the water distribution system, water tanks (reservoirs), water mains after repairs and new water mains before installation
- Respond to water quality complaints
- Comprehend and apply Federal, State and local drinking water quality regulations
- Ensure all sample/testing/reporting deadlines are met
- Work with in-house and contract lab
Pretreatment Program:
- Comprehend and apply Federal, State and local Pretreatment regulations
- Sample/inspect the current five permitted industrial dischargers biannually
- Inspect grease removal devices at commercial facilities for the FOG program
- Sample/test sewer system at one location quarterly
- Review quarterly Self-Monitoring Reports from industries and manage data while maintaining industry files
- Conduct industrial site surveys
- Inspect/track Dental facilities per the Dental Amalgam Rule
Stormwater Quality Program:
- Comprehend and apply the Ventura County MS4 Permit and State Industrial General Permit requirements
- Respond to and complete investigations for Illicit Discharge complaints
- Inspect commercial businesses (restaurants/auto repair) per the MS4 Permit
- Attend monthly Illicit Discharge and Business Inspection subcommittee meetings

- Work collaboratively with a team and contribute to a cooperative environment
- Hold a valid Class C California driver’s license
- Possess the following certifications (highly desirable):
- State of California Water Distribution Operator Grade 1
- CWEA Environmental Compliance Inspector Grade 1
- CWEA Laboratory Analyst Grade 1
Senior Environmental Compliance Inspector:
- Under the direction of the Water Quality Supervisor and with support from the Analyst, the Senior Inspector will take on a leadership role, overseeing, delegating, and planning the workload for the two Inspectors. The Senior Inspector will perform both fieldwork and more complex office tasks.
- Possess four years of experience in the chemical, bacteriological, and physical analysis of wastewater, surface water, and/or drinking water; with demonstrated knowledge and experience in performing complex environmental inspection and monitoring activities to ensure compliance with regulations
- Lead, organize, and review the work of staff effectively
- Assist with the preparation of monthly, quarterly, and annual reports
- Have an education equivalent to the completion of the twelfth grade, with supplemental coursework in biology, environmental science, chemistry, or a related field; a Bachelor’s degree in an Earth Science-related field is preferred
- CWEA Environmental Compliance Inspector Grade 1 certification (Grade 2 preferred); Grade 2 certification required within one year of employment
- State of California Water Distribution Operator Grade 1 certification within one year of employment (Grade 2 preferred)
- CWEA Laboratory Analyst Grade 1 certification (highly desirable)
Environmental Compliance Inspector II:
- Two years of experience in the chemical, bacteriological, and physical analysis of wastewater and/or drinking water, including proficiency in the inspection and sampling of industrial and commercial facilities for compliance with pretreatment and stormwater quality regulations
- Perform job duties independently, train Inspector I, and assist Sr. Inspector with more complex tasks
- Equivalent to the completion of the twelfth grade, supplemented by college-level coursework in biology, environmental science, chemistry, or a related field; Bachelor’s degree in an Earth Science related field preferred
- CWEA Grade 1 Environmental Compliance Inspector Certificate
- Ability to obtain a State Water Distribution Operator Grade 1 Certificate within one year of employment is highly desirable
Environmental Compliance Inspector I:
- Have some prior experience in sampling, testing, and inspection related to drinking water quality, stormwater quality, or pretreatment programs is preferred
- Perform job duties under the oversight and guidance of the Senior Inspector and Inspector II
- Possess education equivalent to the completion of the twelfth grade, supplemented by college-level coursework in biology, environmental science, chemistry, or a related field; a Bachelor’s degree in an Earth Science-related field is preferred
- Ability to obtain CWEA Grade 1 Environmental Compliance Inspector certification within one year of employment
- Ability to obtain State Water Distribution Operator Grade 1 certification within one year of employment is highly desirable
An equivalent combination of education and training may be considered in lieu of the noted qualifications.
Location
The daily starting office location is at the City’s Hill Canyon Treatment Plant at 9600 Santa Rosa Road, Camarillo, CA, and all fieldwork is conducted throughout the City of Thousand Oaks.
