Engineering Inspector
Hourly Pay: $47.24 – $57.42 ($98,261 – $119,436 Annually)

JOB SUMMARY:
Under the general supervision of the Engineering Project Manager, inspects the construction of water facilities for compliance with District rules, regulations and specifications, and provides engineering project assistance, such as improvement plan review, water line design, cost estimates and other engineering support duties. This position acts as a lead worker in coordination of inspections by engineering staff.
ESSENTIAL FUNCTIONS:
1. Inspects all new water system construction, including subdivisions, main extensions, and capital improvements for compliance with the District’s rules, regulations and contractual requirements. Verifies the completion of all work required by plans and specifications. Inspection functions include, but are not necessarily limited to:
· Maintaining a daily log of projects inspected and detailed, accurate, clear, and concise inspection reports.
· Inspecting facilities being constructed or rehabilitated by contractors and/or District forces, including night work, as needed.
· Acting as liaison between District departments, other agencies, specialty inspectors, consultants and developers/contractors on construction projects involving District facilities.
· Assisting in the formulation of the District’s Standard Specifications and retrieving, interpreting and relaying specifications to others when required or requested.
· Scheduling soil compaction and hydrostatic tests and verifying that test results comply with established standards.
· Making minor field changes and confirming changes on as-built plans. Discussing proposed major changes with Engineering Project Manager to obtain approval or advice for action to be taken.
· Coordinating contractor’s work with Field Services and Operations staff and other agencies and keeping the Engineering Project Manager and/or the Engineering Services Manager informed of the project’s status.
· Conducting and/or attending pre-construction meetings for District jobs requiring inspection to inform the developer, contractor and others of District requirements and procedures.
· Coordinating/collecting samples for laboratory testing and ensuring water quality standards are met prior to allowing facilities to be placed into service.
· Reviewing and approving third party contractor progress payment applications and payment quantities on District projects.
2. Performs plan checking of improvement plans for new water line construction.
3. Maintains and updates the approved materials list and standard drawings, including coordination with and approvals from other District departments. Reviews and approves project material submittals for conformance with District specifications. Field tests valves and equipment for conformance with District requirements and approves delivered materials.
4. Performs the duties of an Engineering Specialist as needed, including CAD design, project cost estimating, processing a variety of applications and forms, responding to customer and developer inquires, and covering the engineering counter.
5. Investigates and assists with reaching a resolution on District real property, easement, and facility encroachments, which includes notifications to customers and other affected parties and coordination between District departments.
6. Oversees, trains and coordinates Engineering staff inspecting the construction of District facilities.
7. Investigates, troubleshoots and reports leaks in the water distribution system. Performs water distribution related tasks such as emergency and scheduled shutdowns, which includes notifications to customers and other affected parties or agencies.
8. Performs other reasonably related tasks as assigned.
QUALIFICATIONS:
Training and experience equivalent to graduation from high school or G.E.D., supplemented by college-level course work in civil engineering, water technology, public works construction or related fields; and seven years of progressively responsible experience in public works construction or equivalent. Possession of an Associate’s Degree in a closely related field may substitute for two years of experience. Experience directing and controlling the quality of construction projects for a public agency is preferred.
Must have a valid California driver’s license and must be acceptable to the District’s automobile liability insurance carrier; demonstrate the ability to establish and maintain effective working relations with other District personnel and to promote good relations with developers, contractors, and the general public; possess a Water Distribution Operator D2 certification (D3 highly desired) administered by the California Drinking Water Operator Certification program. Certification as an American Public Works Association inspector is highly desired.
Must demonstrate knowledge of and skills in:
o Principles, practices, methods, testing, materials, and controls of public works construction.
o Traffic control and storm water pollution prevention.
o Preparing accurate records and notes and preparing clear and concise reports, correspondence, and other written materials.
o Engineering mathematics.
o Operation of standard office and engineering equipment, including computers, calculators, engineering scales, and related equipment.
o Using drafting tools, equipment, and automated mapping in preparing schematic layouts, designs, maps, and related materials.
o Reading and interpreting plans, specifications, and District standards.

Regular employees in this position may join the Teamster Union. The Engineering Inspector is a non-exempt position and eligible for overtime compensation under the Fair Labor Standards Act and in accordance with District Policy.
