Under limited direction, supervises, plans, organizes, and directs the work of skilled and semi-skilled personnel responsible for the construction, installation, testing, calibration, maintenance, and repair of electrical and process control instrumentation systems. Additional duties may include:

  • Participates in the development and implementation of operational goals, objectives, policies, and procedures; participates in the preparation and implementation of the District’s budget; directs the forecast of additional funds needed for staffing, consultants, contractors, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary to meet changing conditions.
  • Plans organizes, coordinates, and directs staff in the performance of various technical duties in installing, calibrating, troubleshooting, testing, maintaining, and repairing electronic and mechanical instrumentation, including low and high-voltage systems, ranging from 12-volt DC to 600-volt DC and 24-volt AC to 480-volt AC.
  • Provides day-to-day leadership and work with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the Department’s and the District’s mission, strategic plan, objectives, and values.
  • Provides technical assistance to staff, coordinates jobs, and works with other district departments concerning the operation and maintenance of electronic equipment and instrumentation.


  • Any combination of education and/or experience that provides the knowledge, skills, and abilities necessary for acceptable job performance. Graduation from an accredited four-year college or university with a bachelor’s degree in engineering, environmental sciences, public or business administration, or a related field of study.
  • Eight years of skilled, journey-level, technical experience in the installation and maintenance of electrical systems and process control/instrumentation equipment, preferably at a water/wastewater facility, including at least three years of supervisory experience.


  • Possession of a Class C California driver’s license and a satisfactory driving record.
  • Possession of, or ability to obtain, certification from District provided CPR/First Aid Training.
  • Possession of at least one of the following certifications: California Water Environment Association Electrical/Instrumentation Technologist Grade 4 or State of California General Electrician Certification.
  • Within 12 months obtain one of the following certifications or a JCSD Department approved equivalent: SMRP, Certified Maintenance Reliability Professional or Certified Reliability Leader.
