THE POSITION:
Under limited supervision, leads and participates in the work of other employees engaged in the construction, installation, testing, calibration, maintenance and repair of electrical systems and process control instrumentation systems and related equipment used in the production, treatment, storage, transmission and distribution of wastewater and water; performs advanced preventative maintenance tasks; performs, facilitates and generates root cause analysis reports; assists in project management and may provide oversight for special projects; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS:
Electrical & Instrument Technician IV is the advanced skill level and working lead class in the Electrical & Instrument Technician class series and is fully competent in both electrical systems and process control instrumentation testing and maintenance. Incumbents provide oversight of the preventive/predictive maintenance program including data analysis and provide input into the maintenance strategy for the equipment. In addition to performing the full range of journey-level to advanced journey-level skilled duties, incumbents serve as the working lead person of journey-level Electrical & Instrument Technicians and related maintenance personnel, coordinating and overseeing the work, and providing training and guidance to employees engaged in the area of electrical system or process control instrumentation installation, testing, maintenance and repair. Incumbents work with limited supervision and exercise independent judgment to ensure that employees complete assigned tasks and responsibilities in accordance with established policies, procedures and guidelines.
Employees in this class typically report to an Operations, Maintenance, Compost or Facilities Program Supervisor and provide lead work direction and guidance to Electrical & Instrument Technicians.
Electrical & Instrument Technician IV is distinguished from Maintenance Supervisors in that incumbents in the latter class have full supervisory responsibilities and more complex maintenance planning and administrative duties.

Job Requirements:
EDUCATION, TRAINING, AND EXPERIENCE:
Graduation from an accredited vocational trade school and at least five years of progressively responsible experience in the design, installation, maintenance and repair of complex electrical systems and process control instrumentation, at least three of which were in a role that requires knowledge of both trades; or an equivalent combination of education, training and experience. Completion of college-level course work is highly desirable.
LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver’s license and the ability to maintain insurability under the Agency’s vehicle insurance program.
Within 12 months of appointment and during the course of employment obtain and maintain the following:
CPR and First Aid Certification
Confined Space Certification
Approved and qualified use of Self-Contained Breathing Apparatus (SCBA)
Forklift Certification
In some assignments, the incumbent must possess and maintain one or a combination of the following:
California Class A or B driver’s license
Boom Truck Fixed Cab Operator Certification from the National Commission for the Certification of Crane Operators
Weight Master Certificate
Within 12 months of hire or promotion and during the course of employment obtain and maintain:
California Water Environment Association Electrical/Instrumentation Technologist Grade 3 or higher Certification
Within 12 months of hire or promotion and during the course of employment obtain and maintain one of the following:
International Society of Automation (ISA) Certified Control Systems Technician Level 1 Certification
Certified Maintenance Reliability Technician (CMRT) Certification
Certified Maintenance Reliability Professional (CMRP) Certification
Certified Reliability Leader (CRL) Certification
