JOB SUMMARY

     The Director of Information Technology is responsible for overseeing the company’s Information Technology (IT) department, infrastructure, network processes, and employees. Reporting directly to the President, this senior level position is responsible for planning, implementing and managing cost-effective solutions that support the company’s overall goals and objectives.  This position will lead a team of professionals that works closely with executives and senior management to ensure the efficient and secure operation of the company’s complex computer systems, enterprise network infrastructure, communication systems, and cybersecurity environment.       

 

DUTIES AND ESSENTIAL FUNCTIONS

 

Performs a variety of tasks and duties including, but are not limited to, the following:

  • Strategic Leadership – develop and implement a company-wide strategic plan that provides a framework and long-term plan for making technology-related decisions and investments that align with the company’s business goals and objectives.
  • IT Operations Management – oversee the day-to-day operations of the IT department, network systems and applications. Develop and enforce IT policies, procedures, and standards to maintain compliance and mitigate risks. Assess need for new equipment and software.
  • Data Management – develop strategies for data governance, management, and analytics to support informed decision-making.  Ensure the integrity, security, and privacy of organizational data assets. Drive the implementation of data analytics tools and processes to extract insights and improve business outcomes. Oversee the integration of data generated from systems throughout the organization and optimize operational efficiency  with asset management software, geographic information software, and data analytic tools to facilitate data-driven decision-making and optimize operational efficiency.
  • Cybersecurity and Risk Management – Establish and maintain a robust cybersecurity posture to protect the organization’s digital assets and sensitive information. Develop and implement risk management strategies to identify, assess, and mitigate risks. Ensure compliance with cybersecurity rules and regulations issued by various regulatory agencies.  Closely coordinate with the company’s Operations departments and their System Control and Data Acquisition systems.  
  • Emergency Response and Continuity Planning – Develop and implement emergency response plans to address water supply disruptions, coordinate with emergency management agencies, first responders, and other stakeholders to ensure rapid response and recovery efforts.  
  • Provide evidence and prepares written testimony in support of company’s regulatory applications before the California Public Utilities Commission. 
  • Personnel Management – Manage a team of IT professionals including developers, security analyst, support technicians and vendors. Assess staffing needs and participate in the hiring of new IT staff. Ensure training as needed for IT staff and end users. 
  • Management Liaison – Report to management on information technology plans, projects, performance and related matters.
  • Other tasks and duties as required.

SKILLS, KNOWLEDGE AND PHYSICAL REQUIREMENTS

     

Skills, knowledge and physical requirements include, but are not limited to the following:

  • Knowledge of enterprise business system applications such as financial software, human resources software, customer information and billing software, geographic information software, operations monitoring and control software, and asset management software. 
  • Knowledge of cybersecurity best practices specific to critical infrastructure protection in the water utility sector. 
  • Excellent written and verbal communications skills.
  • Strong interpersonal skills with the ability to interact effectively with stakeholders at all levels of the organization. 
  • Excellent project and time management skills.
  • Ability to effectively supervise, motivate, train, and develop department personnel, and to recognize and resolve job or personnel problems in accordance with company policies and procedures.
  • Must be dependable, punctual, and have good attendance.
  • Neat and presentable appearance.
  • Ability to perform repetitive physical activities using feet, legs, hands, and arms, and which include use of keyboard, walk, sit, stand, bend, stoop, climb stairs, lift up to 35 lbs., reach, grasp, push, and pull.

EDUCATION, TRAINING AND EXPERIENCE

    The following are required:

  • Bachelor’s degree in computer science, information technology, or related field. Advanced degree preferred.
  • Proven experience (typically 10+ years) involving information technology with a record of accomplishment of driving digital transformation and delivering business value.
  • Strong strategic thinking and vision with the ability to align information technology initiatives with organizational objectives.
  • Excellent leadership and management skills with the ability to inspire and motivate teams to achieve results.
  • In-depth knowledge of information technology systems, infrastructure, networks, cybersecurity, and emerging technologies.  
  • Experience preparing department budgets, resource allocation, vendor selection, and project management.
  • Valid California driver’s license and acceptable driving record.
