Water Treatment Plant Supervisor

Job Description:
The Water Operations Division provides for the operation, maintenance, repair, and capital improvements of the Water Treatment Plant, treated water storage and raw water conveyance system. The Water Plant is a 12 mgd conventional surface water treatment plant. The plant is operated 24 hours a day on 12-hour shifts. The water system consists of 20 miles of raw water transmission lines, 5 storage reservoirs, a lake system and 5 pumping and 7 pressure reducing stations. Maintenance of the transmission, storage and treatment facilities is provided by two maintenance mechanics dedicated to the plant. Maintenance of the distribution facilities is provided by the Maintenance Division. Laboratory support is provided by the Water Quality Section. The Plant Supervisor will face the following challenges: Providing operator guidance and technical training to consistently meet high water quality goals on a day-to-day basis. This includes long-term development of operators’ skills and knowledge for treatment optimization. Reviewing and implementing technical changes to operations procedures. Playing a key role in identifying and implementing a program of capital improvements for the water treatment plant and related facilities. Under the general direction of the Plant Superintendent, the Plant Supervisor provides first-line supervision of assigned operations and maintenance staff and exercises functional supervision over other treatment plant related staff involved in laboratory, environmental program, and administrative functions. The Plant Supervisor is a fully qualified plant and distribution system operator. Judgment is required in interpreting and applying established policies, procedures, goals, and objectives, and in ensuring that subordinates follow appropriate policies and procedures.

EXAMPLES OF DUTIES (illustrative list; for a copy of job description, contact HR Department) Plan, organize, prioritize, assign, supervise, and review work of City personnel in the operation and maintenance of water treatment plant equipment and related facilities; Recommend and assist in the implementation of goals and objectives; establish schedules and methods for the operation and maintenance of the water treatment plant equipment and related facilities; implement policies and procedures; Provide or coordinate staff training in the proper operation of water treatment plant equipment and related facilities, preventative maintenance procedures, record keeping, and safe operating procedures; Ensure the conduct of safety meetings, safety inspections, and the preparation of work orders to correct deficiencies; oversee and enforce the safety program; Evaluate work methods and procedures used in facilities operations; recommend and implement improvements; establish procedures for critical changes to plant/equipment conditions; oversee and manage the maintenance of the plant equipment, associated facilities, and grounds; Oversee and maintain the quality assurance of facilities related analytical equipment; oversee the Computerized Maintenance Management and Supervisory Control and Data Acquisition systems; Answer questions and provide information to the public; investigate complaints and take corrective action as necessary to resolve complaints; Act in the Superintendent’s absence; in concert with, or in the absence of the Superintendent, write and submit any necessary reports to various regulatory agencies;

Candidates should have an educational background equivalent to completion of the twelfth grade, preferably with some college-level course work in chemistry or other water treatment related subjects. The successful candidate’s work history should be one that demonstrates four years experience in the operation of a conventional surface water treatment plant. Two years in a lead or supervisory capacity is highly desirable.

SPECIAL REQUIREMENTS

Candidates must possess a Grade 4 Water Treatment Plant Operator certificate as issued by the California State Department of Health Services (DHS). Must respond to emergency situations in off-hours as necessary. Required to wear personal protective equipment appropriate for job assignments. Must comply with City and Cal OSHA safety standards.

List the agency(ies) in which you performed this work, the length of time you performed the work, and the number of individuals for whom you had supervisory responsibility. 2 Please describe your experience performing operation and maintenance duties in a Water Treatment Plant. Please be specific as to the size of the treatment plant(s) in which you have worked, the rating classification by the California Dept of Public Health for the water treatment plant and the distribution system, the position(s) you held, and the duties you performed. Include your water operator certification level and expiration date. 3 Describe the Water Treatment Plant SCADA platform, associated PLC system, and the telemetry of the remote water facilities. Include information about the work you performed using the instruments/machinery/equipment listed. Also describe your experience with computerized maintenance management systems. 4 List any other specialized training or experience you have which you believe prepares you for the position of Water Treatment Plant with the City of Benicia.

$6,611 - $8,036 / month
