Job Description:
General Manager for a Community Services District serving the community of Stallion Springs in Eastern Kern County's Tehachapi Mountains. Responsible for the daily management of the districts operations including potable water production, distribution, wastewater collection, treatment, wastewater disposal, road maintenance, road contracts, solid waste collection, parks and recreation facilities ,operations, administratively overseeing police operations, overseeing the Conditions, Covenants and Restrictions in the community. Billing, collections, capital improvement planning, financial budgeting and forecasting and public relations are all part of the job. Manages the daily activities of an eight person staff plus the police chief and temporary help. Serves at the pleasure of a five member Board of Directors.

Job Requirements: The candidate will have excellent utility management, interpersonal and decision making skills. He/She will possess a Bachelor's Degree in Public Administrative or a related field, have experience in preparing annual budgets and long term revenue/outlay plans and be an excellent communicator both written and verbal. The ability to meet and serve the public in a courteous and efficient manner is a must. Desired but not required is a Special District Administration Certification and five years experience in an increasingly responsible public agency management position. Salary is dependant upon qualifications. This position is open until filled but will be closed October 15, 2010. Resumes must include salary and benefit requirements.
