Job Description: JOB SUMMARY Under the direction of Director, Rates and Revenue, has responsibility for and applies knowledge of ratemaking, budgeting, and accounting concepts, practices, and procedures to conduct research and analysis and assist in preparing water utility rate applications and tariff filings. JOB DUTIES AND ESSENTIAL FUNCTIONS Responsible for a variety of tasks and duties, which may include, but would not be limited to, the following: • Assist in preparation of exhibits, testimony and tariffs for filing and presentations to the California Public Utilities Commission (CPUC). • Maintain current tariffs, CPUC rules, regulations, standards and practices. • Provide updates regarding current rate issues and relations with the CPUC and regulatory activities of other regulated water utilities. • Develop applications, prepared testimony, exhibits, and work papers for all general rate case applications, as well as for CPUC rulemakings, investigations, and formal complaint proceedings. • Develop and prepare Advice Letter filings submitted to the CPUC for rate offsets, tariff changes, service area map changes, and other similar matters. • Assist in developing and preparing responses to CPUC data requests and the filing of reports. • Prepare and maintain balancing and memorandum accounts. • Conduct economic and cost/benefit analyses for company projects and/or valuation of acquisitions, and feasibility and cost of service studies. • Develop water utility and related industry studies. • Perform rate-related research projects and assist in other regulatory and utility operating and management matters. • Ensure company compliance with CPUC decisions and other directives, as required. • Develop studies and projections related to customer growth, water usage, and conservation, as well as statistical comparisons with other utilities. • Other tasks and duties as directed. SKILLS, KNOWLEDGE AND PHYSICAL REQUIREMENTS Skills, knowledge and physical requirements include, but are not limited to: • Strong financial and accounting background and experience. • Ability to work effectively with CPUC staff and public agencies. • Excellent analytical capabilities. • Excellent interpersonal, oral, and written skills required. • Ability to utilize a variety of PC hardware and complex spreadsheet and database software. • Ability to perform repetitive physical activities, including use of personal computer, as well as walking, sitting, standing, reaching and lifting of up to 20 lbs. EDUCATION, TRAINING AND EXPERIENCE The following are required: • High school diploma. • Education and experience equivalent to graduation from an accredited college or university with a Bachelor’s degree in Business, Finance, Accounting, Public Administration or other similar discipline. • Prior experience with public utility rate research and analysis, and experience working with CPUC rules and regulations highly desirable. • Valid California driver’s license and acceptable driving record.
